Has the BBC resorted to using child labour in an attempt to cut costs?

I was watching News 24 last night and is it just me, or are weather men getting younger? The presenter in question, Matt Taylor, looked to be about fifteen. He came on dressed in what looked like his father's suit and proceeded to present the weather in a particularly high-pitched voice. I think it might just have been bring your child to work day!
